The Australian international has less than a year left on his current deal at Ewood Park, but talks over a fresh contract have not gone well.
Peter Harrison has confirmed that Neill is now considering his options away from Rovers.
"They have made an offer which Lucas has declined - he is not going to be signing a new contract at Blackburn," Harrison told skysports.com.
"He has enjoyed his time there, he loves the club and the fans and he is happy there, he just feels it is time for a change.
"If he has to stay he will have to stay, but this is not about money at all.
"There will probably be more talks before the end of August, but it doesn't look as if he will stay but as always he will continue to do his best for Blackburn."
Neill, who had a sensational World Cup with Australia, admits he is quite excited about his current situation - knowing he could be a Bosman player next year.
"It was exciting last year to be a part of Blackburn and there's no doubt with a couple of the signings we have had this year it's going to be another good season," he told Sydney Radio.
"But I have to fit into (Hughes's) plans and he might want money for me.
"But it's an interesting situation that I have never experienced before.
"He (Blackburn manager Mark Hughes) has stated that he wants me to stay and he would rather let me go on the free (transfer) but I don't know if that's just a starting point for talks or not." |
